Hiddenbrooke HOA Guide: The District, the HOA and the Slopes

Hiddenbrooke is a hillside community in Vallejo built under a 1987 specific plan. Much of what looks like association landscaping is paid for by a city maintenance district, which in 2026-27 charges $611.04 per home.

Owners in Hiddenbrooke pay a city maintenance district on the property tax bill as well as any association dues. This guide shows what each one covers, so a board can plan its share and answer owners’ questions.

Facts on this page were checked against the City of Vallejo’s 2026-27 engineer’s report for the Hiddenbrooke Maintenance District and other city sources on October 26, 2026. We could not read the association’s own documents, so confirm details with the association and the offices listed before you rely on them. Sources are listed at the bottom of the page.

What the district pays for

The Hiddenbrooke Maintenance District, formerly the Sky Valley district, covers Sky Valley Units I and II and the Orchards, 1,222 parcels in all. Its 2026-27 report lists what it funds:

The 2026-27 assessment is $611.04 per single-family home, $549.94 per multifamily unit and $366.62 per undeveloped lot, and the maximum rate rises each year with inflation. Privately owned common areas are not assessed separately. District questions: (707) 648-4315.

The owners association’s role

City records name the Hiddenbrooke Property Owners Association. Under the Welcome Center agreement, the association directs the center’s staffing and roving patrols, which the district pays for at a budgeted $285,679 in 2026-27. City staff also work with the association’s district advisory committee to update the district’s five-year capital and rehabilitation plan.

We could not read the association’s CC&Rs or confirm whether it has sub-associations, so check your own documents for what the association maintains and assesses.

Slopes, the golf course and the entrance road

Slope monitoringslope-stability monitoring is a 1987 condition of approval, and the district holds reserves to monitor slope movement and repair landslides.
Utility corridor repairabout $168,000 has been spent planning a utility-corridor slope repair since 2007, and the report says no repair work has been done.
The golf coursethe golf course is outside the district. Its owners handle lake monitoring and slide-debris removal under contract.
Napa County road segmentabout half a mile of Hiddenbrooke Parkway lies in Napa County, and district funds maintain it because no Vallejo gas tax covers that stretch.

The City Council holds the district’s rate hearing each June. That hearing is the place for owners and the board to ask about slope work and reserves.

City rules

Vallejo rules owners run into

Hiddenbrooke is inside the City of Vallejo, so city rules apply on top of the CC&Rs. A few that come up often:

Trailers and RVs

Trailers, RVs and trucks over three-quarter ton may not park on residential streets except while loading or unloading.

California rules: For the state rules on enforcement, fines and hearings, see California HOA enforcement, fines and disputes.

Weeds and fire safety

The Fire Department requires defensible space of 30 to 100 feet around structures on lots it inspects. Weed Abatement Officer: (707) 648-4436.

California rules: For what the association’s insurance has to cover, see California HOA insurance requirements.

Trash bins

Bins left out after 8 p.m. on service day are a code violation.

More: the Vallejo HOA Guide covers the rest of the city rules.
