San Joaquin County HOA Guide
Woodbridge HOA Guide: Manteca’s 55+ Del Webb Community
Woodbridge is a 55+ active adult community of 1,425 single-family homes in north Manteca, built by Del Webb between 2006 and 2017. Its association runs the Lakeview Clubhouse, and the City of Manteca’s rules apply on top of the CC&Rs.
Owners in Woodbridge answer to two sets of rules: the association’s governing documents and the City of Manteca’s code. This guide shows where each one applies.
Facts on this page were checked against the association’s own website, City of Manteca sources and state CEQA records on October 26, 2026. The association’s governing documents are not public, so check them, and confirm details with the offices listed, before you rely on this page. Sources are listed at the bottom of the page.
The Woodbridge Owners Association
The association describes itself this way on its own website:
We found only one association named on the official site, and no master and sub-association structure. If you are buying, ask for the current budget, reserve study and rules, and read the CC&Rs for what the association maintains.
How 55+ rules work
In California, an age-restricted community’s rules rest on state law, mainly Civil Code section 51.3, and on the community’s recorded documents. The city code does not set them. Who must be 55 or older, who else may live in a home and how the association verifies ages all come from those two sources.
Because the CC&Rs are not public, we do not summarize Woodbridge’s specific age rules here. Owners and buyers should read the recorded declaration and ask the association how it applies them.
City rules
Manteca rules owners run into
Woodbridge is inside Manteca city limits, so city rules apply on public streets and to anything visible from them.
Rentals: two layersThe city bans whole-home short-term rentals.
Manteca prohibits renting an entire home for less than 30 days. A permit to rent up to two rooms requires the owner to live in the home and to certify that the CC&Rs allow short-term use. Longer rentals follow the association’s own leasing rules. California Civil Code section 4741 limits how far an association can restrict rentals generally, but it does not stop an association from prohibiting rentals of 30 days or less.

RVs, boats and trailersOversized vehicles are off city streets on weekdays.
Oversized vehicles, boats and hitched trailers may not park on city streets Monday through Friday except to load or clean for up to 24 hours, or with a free police permit for up to 5 days at a time. On the lot, the city allows one RV or boat, none in the front yard beyond 24 hours in any 72. The association’s rules can be stricter, and usually are.
What to do about it: HOA Rules and Enforcing Violations. For the state rules on enforcement, fines and hearings, see California HOA enforcement, fines and disputes.
Carts, watering and landscaping
Carts may not go out before sundown the night before pickup and must be stored out of sight from the street. Landscaping is watered on three set days by address, never on Monday or between noon and 6 p.m. The city’s turf rebate pays $1 per square foot of front-yard lawn replaced, up to 650 square feet for a home, with design approval required first.
On owners’ lots, Civil Code section 4735 prevents an association from banning low-water plants or artificial turf as a replacement for lawn.
California rules: For the California rules behind these projects, see California HOA maintenance and repair responsibilities and California HOA reserves.
Noise and work hours
Construction equipment may not be used between 8 p.m. and 7 a.m., and leaf blowers between 10 p.m. and 8 a.m., if they can be plainly heard at the property line.
