Elk Grove HOA Guide
Lakeside Elk Grove HOA Guide for Owners and Buyers
Lakeside is a community of 1,693 homes in Elk Grove, built around the 39-acre Lake Heron and run by the Lakeside Community Owners’ Association. Its street parking rule is tighter than the city’s, so owners and buyers should read the rules before they commit.
How2HOA is not affiliated with the association. Citywide rules are in the Elk Grove HOA guide.
Local rules on this page were checked against the Lakeside Community Owners’ Association website and City of Elk Grove special district pages on October 9, 2026. Rules change, so confirm the current one before you act on it. Sources are listed at the bottom of the page.

Parking is the rule most people miss
Street parking is not allowed in Lakeside without a pass. The association says garages should be used to capacity for vehicles, with the driveway for overflow and guests. A temporary guest permit is available only when the garage and driveway are both full, and the owner requests it online before the visit. The association’s website says it has authority to ticket vehicles on private and public streets and to tow from private streets as a last resort. How2HOA has not confirmed that claim with the city. The city’s own limit on public streets is 72 hours.
What to do about it: Count your vehicles against the garage and driveway before you buy. See HOA rules and enforcing violations.
Changing the outside of a home
Every exterior and landscaping change needs approval before work starts. The Architectural Control Committee meets on the second Wednesday of each month, and applications are due the Friday before. Applications carry a $50 processing fee.
Red rock and red bark are never allowed. The association also states that each home should have at least one shade tree, or two on a corner lot. State law still applies: Civil Code 4735 protects low-water plants, and Civil Code 4751 limits how far CC&Rs can restrict an accessory dwelling unit.
What to do about it: Apply early, because a missed Friday deadline costs a month. See How to propose changes to your property.
The lake, clubhouse and gates
Members can borrow kayaks and pedal boats from the clubhouse for use on Lake Heron after signing a liability waiver. Pool entry needs a free resident pool card. A household may bring up to four guests at a time. Pool and boat hours change by season, so check with the office.
Gate remotes cost $40 and key cards $10 through the association office. Dogs must be on a leash in the common area.

Charges beside the dues
HOA assessments are not the only recurring cost. The city lists a county-run Mello-Roos district, Lakeside Improvement Area No. 2 (Elliott Ranch), which is technically one community facilities district with Laguna West. The city also runs the Laguna West Service Area for street sweeping, road work and lake drainage nearby; its published map does not make clear whether Lakeside parcels are inside it. Ask for the current property tax bill for the exact address.
What to do about it: Call the county Infrastructure Finance Section at (916) 874-6525 or the city special tax hotline at (916) 627-3205 with the parcel number.

Questions owners and buyers ask
When does the Lakeside board meet?
The association says the board meets on the last Tuesday of the month at the clubhouse, with the open session at 6 p.m. There is usually no December meeting.
How much are the dues?
The association does not post the amount publicly. It says assessments are collected quarterly. Ask for the current figure and budget before you buy. See What everyone should know about buying a home with an HOA.
Can I rent out my home?
Read the CC&Rs for the association’s rental terms. The city separately licenses stays of 30 days or less. See Rental residences in HOAs.
Do tenants get the governing documents?
The association says renters cannot reach some documents and should ask the owner for copies. See HOA renters.
