Rossmoor HOA Guide: Mutuals, GRF and Who Maintains What

Rossmoor is a 55+ community of 6,676 homes on about 1,800 acres in Walnut Creek, with roughly 10,000 residents. It is not one HOA. It is 23 separate associations called Mutuals, plus a nonprofit that runs the shared amenities.

New owners and new Mutual directors ask the same first question: who is responsible for what? This guide lays out the structure using Rossmoor’s own published information, so you know which body to go to.

Facts on this page were checked against Rossmoor’s public website and City of Walnut Creek sources on October 9, 2026. Fees change every year and each Mutual has its own documents, so confirm figures with Rossmoor before you rely on them. For citywide rules, see the Walnut Creek HOA Guide. Sources are listed at the bottom of the page.

How Rossmoor is organized

Rossmoor describes itself as organized into 23 homeowners associations called Mutuals, each governed by the Davis-Stirling Act. Every Mutual has its own board, governing documents, monthly fees and rules.

The Golden Rain Foundation (GRF), which does business as Rossmoor Walnut Creek, is the nonprofit that runs the amenities and community services. It holds the community-owned land, facilities and funds in trust for the Mutuals. It does not govern Mutual property. GRF has nine directors, one from each of nine districts, serving staggered three-year terms.

Co-ops, condominiums and Mutual 61

The kind of Mutual you are in changes what you own and what you pay. Rossmoor’s published counts:

Cooperatives3 Mutuals with 3,368 homes: First Mutual, Second Mutual and Mutual Eight. In a co-op, each home’s property taxes are added to the monthly coupon.
Condominiums19 Mutuals with 3,245 homes. Third Mutual is the largest at 1,112 homes.
Single-family homesMutual 61 has 63 detached homes. Its coupon does not cover exterior or landscape maintenance, water, trash or insurance.
The Waterforda condominium Mutual that is managed separately, sits outside the master insurance policy and includes services such as meals in its fee.

What the monthly coupon pays for

Rossmoor calls the monthly assessment the coupon. It is paid to the Mutual and has two parts. When we checked, Rossmoor’s ownership guide listed these figures:

Rossmoor Walnut Creek portion$351.51 a month, the same for every home. It covers clubhouses, golf course maintenance, pools, the fitness center, security, the bus, cable and internet service and common-area landscaping.
Mutual portionAbout $900 to $2,000 a month, depending on the Mutual. It covers building exteriors, landscaping, streets within the Mutual, master insurance, common-area utilities and reserves.
Membership transfer fee$18,000 as of April 1, 2026, paid once by the buyer. Rossmoor says all of it goes to capital improvements.

The Mutual portion is where boards have the most control and the most responsibility, because it carries the reserve funding for roofs, siding, decks and paving.

Who maintains what

Rossmoor’s published guidance divides responsibility this way in most Mutuals. Your own Mutual’s documents control, and Mutual 61 and The Waterford differ.

Inside the home: ceilings, walls, floors and attached fixturesThe owner
Building exteriors, decks and patios, landscaping, sidewalks and driveways, streets within the MutualThe Mutual
Clubhouses, golf courses, pools, community roads and other trust propertyGolden Rain Foundation
Master insurance policyCovers all Mutuals except The Waterford and Mutual 61, with a $250,000 deductible shared among the Mutuals
Interior and personal property insuranceThe owner

The shared deductible deserves a director’s attention. A large loss in one Mutual can affect the others, and owners need their own policy for what the master policy leaves out.

Age and occupancy rules

Rossmoor’s published rule is that at least one designated occupant of a home must be 55 or older. Additional designated occupants must be 45 or older unless they are a qualifying caregiver, and no one under 18 can live in Rossmoor.

Some owners rent out their homes. Rossmoor says renters pay a separate amenities fee, listed at $145.58 a month for 2026. Leasing limits and minimum terms are set by each Mutual’s own policies, so check those before you buy to rent or before the board answers an owner.

City rules that apply inside the gate

Being a private, gated community does not take Rossmoor out of the Walnut Creek Municipal Code. Four city rules matter most to Mutual boards:

Gas leaf blowersbanned citywide since April 1, 2026 for anyone who owns, manages or rents property. Landscape contracts need to specify electric equipment.
Tree removala city permit is required to remove a tree measuring 28 inches or more around, and ten native species are highly protected.
Work hoursconstruction is limited to non-holiday weekdays from 7 a.m. to 6 p.m. unless a permit says otherwise. The noise code lets the city approve earlier golf course maintenance.
Weed abatementCon Fire names Rossmoor in its central county deadline list, which was June 1 in 2025.

The details and code sections are in the Walnut Creek HOA Guide. One difference: the city’s hillside development standards expressly exclude Rossmoor.

Golf carts, EV charging and solar

Rossmoor says golf carts are allowed on all roads inside the gate, with a 25 mph speed limit, and must be registered at the Public Safety office for a $10 sticker fee. The community has 30 shared Level 2 EV chargers, 10 each at the Gateway Clubhouse, the Event Center and the Fitness Center.

Charging and solar at an individual home are a Mutual matter. Each Mutual has its own solar energy system policy and EV charging station policy, and alteration requests go through Rossmoor’s alterations staff for 22 of the 23 Mutuals. State law limits how far any association can restrict solar and EV charging, so a director reviewing a request should read the Mutual’s policy alongside the statute.

Quick answers

Questions Rossmoor owners and directors ask

Is Rossmoor one HOA?

No. It is 23 separate Mutuals, each with its own board and documents, plus the Golden Rain Foundation, which runs shared amenities and services.

Are Rossmoor’s Mutuals covered by the Davis-Stirling Act?

Rossmoor states that each Mutual is governed by the Davis-Stirling Act. See California HOA Law: The Davis-Stirling Act for what that means for meetings, elections and records.

Why is my coupon different from my neighbor’s across the road?

The Rossmoor Walnut Creek portion is the same for everyone, but the Mutual portion depends on your Mutual’s buildings, insurance share and reserves. In a co-op, property taxes are added too.

Who do I call about a leak in my wall?

Start with your Mutual’s management office. Interiors are generally the owner’s responsibility and building exteriors the Mutual’s, but the source of the leak decides who pays. See Who Pays for Repairs in an HOA?

Do city rules on leaf blowers and trees apply in Rossmoor?

Yes. They apply citywide and are covered in the Walnut Creek HOA Guide.

Can I rent out my Rossmoor home?

It depends on your Mutual’s policies. Rossmoor confirms that some owners rent and that renters pay an amenities fee, but leasing limits are set Mutual by Mutual.
