Palmdale HOA Guide: Local Rules for Boards and Owners

Palmdale has about 162,000 residents, and the Census Bureau puts its owner-occupied housing rate at 66.2%. This guide covers what we could confirm on official pages and says plainly where we could not.

This guide collects the city rules a Palmdale board runs into most often, and points you to the How2HOA guide that explains what to do about each one.

Local rules on this page were checked against the City of Palmdale’s website, its municipal code on eCode360, Palmdale Water District and the Los Angeles County Fire Department on October 26, 2026. The city’s property maintenance chapter would not open for us, and we did not reach pages on trees, noise or special districts, so this page covers only what we could confirm. Confirm the current rule before you act on it. Sources are listed at the bottom of the page.

At a glance

HOAs in Palmdale at a glance

We did not find a page on the city’s website about homeowners associations, and the city’s code enforcement page does not mention them. A few facts frame the local picture:

Code on eCode360The city’s municipal code is hosted online on eCode360, with titles for business, health and safety, vehicles and traffic, buildings and zoning.
WaterPalmdale Water District serves most of the city, but other agencies serve parts of the Antelope Valley. Check your bill.
FireWe could not confirm whether the county fire department’s brush clearance program covers the city.
Owners outnumber rentersThe Census Bureau puts the owner-occupied rate at 66.2%.

Because the city says nothing about HOAs, expect it to treat your common area like any other property. Your CC&Rs and rules carry the HOA-specific work.

Local rules

Rules that apply in Palmdale

Three layers of rules apply to a Palmdale association. State law comes first, mainly the Davis-Stirling Act. City ordinances apply to every property, whether or not it is in an HOA. Your governing documents can then be stricter than the city in most areas, and state law limits them in a few. The city does not enforce your CC&Rs, and your CC&Rs do not excuse anyone from a city rule.

Short-term rentalsWe found no city permit program or ban on an official page.

We could not confirm a short-term rental rule in Palmdale. The only code language we found is in the zoning definitions: a bed and breakfast is defined to exclude short-term residential rentals such as Airbnb and VRBO, so they are not treated as that use. That tells you what a rental is not, not whether it is allowed.

The code also says guest houses may not be rented. Accessory dwelling units may be rented separately, and the section we saw sets no minimum rental term. The city’s code enforcement page lists zoning and occupancy issues as violations but does not mention short-term rentals. Ask the city at (661) 267-5234 before you tell owners anything, and check your CC&Rs, because an association can set its own rental rules. Finance handles transient occupancy tax questions at (661) 267-5440.

Parking and RVsVehicles may not stand on a street 72 hours, and RVs and trailers are limited in residential zones.
72-hour ruleThe code lets the Sheriff or a city employee remove a vehicle standing on a public street for 72 or more consecutive hours.
RVs, trailers, boats and campersMay not stand in residential zones for 72 or more consecutive hours.
Commercial vehiclesVehicles rated 10,000 pounds or more are barred from residential and agricultural zones, with exceptions. The code also limits them to designated streets and truck routes.
CitationsContest within 21 days of issue or 14 days of the first overdue notice. Customer service is (866) 420-2894.

The code’s traffic and fire lane rules for private property that we found cover commercial and industrial public parking areas, and six named mobile home parks. We found no general agreement for city enforcement on HOA private streets, so on association streets your own rules and state towing law do the work.

Water rules and rebatesPalmdale Water District offers up to $3,000 per household for front-yard conversion.

Palmdale Water District (PWD) serves most of the city, and other agencies serve parts of the Antelope Valley. We did not verify which provider serves each community, so check your water bill.

PWD’s Water-wise Landscape Conversion program pays a cash rebate of up to $3,000 per household for a front-yard conversion. Its FAQ lists these terms:

  • Get approval and a notice to proceed before any work.
  • Plants must cover at least 60% of the converted area.
  • Mulch must be at least 2 inches deep.
  • Hardscape that does not let water through earns no credit.

The page tells applicants to check their HOA’s CC&Rs and city rules first. It does not say whether HOAs or commercial accounts qualify, so ask the rebate specialist at (661) 456-1001 before you plan around it. We could not confirm current watering days. A 2022 conservation sheet exists, but PWD announced in 2023 that it was ending its emergency restrictions, so do not rely on the old schedule. Ask PWD at (661) 947-4111.

Weeds, brush and fireThe city treats long grass and weeds as violations. Who runs brush clearance is unclear.

The city’s Code Enforcement page lists long grass and weed violations, and overgrown foliage that blocks sight lines, as code violations. We could not confirm the deadlines or who carries out weed abatement inside the city.

The Los Angeles County Fire Department runs annual brush clearance inspections in unincorporated areas and in cities on its list. We could not confirm that Palmdale is on that list. The county’s 2026 notice says desert-area inspections begin April 1, and a $151 inspection fee applies to properties declared hazardous. Call the city at (661) 267-5234 and the county’s Defensible Space Unit at (626) 969-2375, and get both answers in writing before you set your clearance schedule.

What to do about it: How to Minimize Homeowners Association Liability covers the liability side of fire safety. For what the association’s insurance has to cover, see California HOA insurance requirements.

Code enforcement and penaltiesThe city lists penalties from $100 to $10,000 depending on the citation.

Palmdale’s Neighborhood Compliance page says penalties range from $100 to $10,000, depending on the citation. Code Enforcement takes complaints about weeds, property maintenance, parking and occupancy at (661) 267-5234, Monday through Thursday from 7:30 a.m. to 6 p.m. The office is closed on Fridays.

The city has a landscape ordinance (Ordinance No. 1176) and a landscaping chapter in its zoning code. We have not read them in detail, so if your association plans a landscape project, ask the city whether they apply.

What to do about it: How to Enforce HOA Rules in Your Homeowners Association covers getting owners and tenants to follow a rule.

What we could not confirmTrees, noise, special districts and the city’s role with HOAs.

We did not reach or could not read the pages that would answer the following, so we are not guessing:

  • any city tree ordinance
  • construction, noise and landscape equipment hours (only the 1993 noise element of the general plan is posted, and it does not give construction hours that we saw)
  • community facilities or assessment districts
  • the city’s transient occupancy tax rate
  • city enforcement on private HOA streets

Call the city at (661) 267-5100 for any of these, and write the answer into your vendor contracts and board minutes.
