Oakdale HOA Guide: Local Rules for Boards and Owners
Oakdale has about 23,200 residents, and about three in five homes are owner-occupied. Six city Mello-Roos districts and several landscape and lighting districts sit on the county tax roll. The city waters on a three-day schedule, and fire service comes from the Modesto Fire Department.
This guide collects the city rules an Oakdale board runs into most often, and points you to the How2HOA guide that explains what to do about each one.
Local rules on this page were checked against the City of Oakdale’s website and city documents, Stanislaus County’s tax records, the Modesto Fire Department’s website and U.S. Census data on November 2, 2026. Online codes can lag behind the most recent ordinances, so confirm the current rule with the office listed before you act on it. Sources are listed at the bottom of the page.
At a glance
HOAs in Oakdale at a glance
No public agency publishes a count of Oakdale’s HOAs or a typical dues figure, so we do not quote one. The public record does show how the city’s neighborhoods are maintained:
A landscape district or Mello-Roos district is easy to confuse with an HOA. A district charge is on the property tax bill and pays the city. Association dues pay for what your association owns.
Local rules
Rules that apply in Oakdale
Three layers of rules apply to an Oakdale association. State law comes first, mainly the Davis-Stirling Act. City ordinances apply to every property, whether or not it is in an HOA. Your governing documents can then be stricter than the city in most areas, and state law limits them in a few. The city does not enforce your CC&Rs, and your CC&Rs do not excuse anyone from a city rule.
Mello-Roos and landscape districtsNewer subdivisions often carry more than one city charge.
The 2025 Stanislaus County tax roll shows these City of Oakdale districts:
- Community facilities districts: CFD 2003-1 (Fire Service, 1,344 parcels), CFD 2003-2 (Bridle Ridge, 489 parcels), CFD 2004-1 (181 parcels), CFD 2005-01 (375 parcels), CFD 2007-1 (555 parcels) and CFD 2015-1 (Maintenance Services, 198 parcels).
- Landscape and lighting maintenance districts: the Vineyards (418 parcels) and Burchell Hill (354 parcels).
In Burchell Hill, the city’s district contracts for upkeep of two parks, two trails and the park strips in the district. The county’s tax FAQ says questions about a special charge go to the district that levies it, so call the city’s Finance Department at City Hall about district charges.
Before your association budgets for parkways, parks or trails, ask the city which of them a district already maintains, and compare that with your recorded maps.

Watering daysThree days a week, never on Monday, never from 10 a.m. to 7 p.m.
That is the city’s 2026 outdoor watering schedule. The city’s water page also posts a water shortage contingency plan dated June 2026, so check the schedule again if the city declares a shortage. Report leaks and water waste to Public Works at (209) 845-3600. The city’s water page does not list a turf rebate.
A state law passed in 2023 (AB 1572) will bar the use of drinking water on nonfunctional turf in HOA common areas starting January 1, 2029. On owners’ lots, Civil Code section 4735 prevents an association from banning low-water plants or artificial turf as a replacement for lawn.
What to do about it: put the turf conversion in your numbers with Planning Your HOA Budget and Understanding HOA Reserve Studies, then compare landscape bids with the Vendor Comparison Worksheet. For the California rules behind these projects, see California HOA maintenance and repair responsibilities and California HOA reserves.
Rentals and ADUsState law sets most of the limits on what an HOA can do.
Oakdale collects a transient occupancy tax, and the Finance Department handles compliance questions. An owner renting a room or a home for short stays should ask Finance whether the tax applies. Civil Code section 4741 limits how far an association can restrict rentals generally, but it does not stop an association from prohibiting rentals of 30 days or less.
On single-family lots, Civil Code section 4751 voids CC&R provisions that prohibit or unreasonably restrict ADUs and junior ADUs. For Oakdale’s own size and setback rules, call Planning at (209) 845-3625. The city asks owners to talk with Planning staff before making a significant investment.

Carts, organics and recyclingMultifamily communities of five or more units must recycle.
Gilton Solid Waste Management collects garbage, recyclables and yard waste under a city contract, once a week. The gray or green cart takes newspaper, cardboard, yard waste and food waste, and yard waste left outside the cart is not picked up. Gilton can tag and skip a cart that has the wrong material in it.
Multifamily communities with five or more units, and businesses that generate 4 cubic yards or more a week, must recycle and use Gilton-provided bins, and the state’s organic waste rules apply to them too. A condominium or townhome association with shared bins should confirm its service with Gilton.

Weeds and code enforcementOvergrown weeds are a fire hazard the city wants reported.
Oakdale’s public nuisance code is in Chapter 19, Article III of the municipal code. Code Enforcement takes reports of fire hazards such as overgrown weeds, abandoned vehicles, illegal dumping, graffiti, building code violations and irrigation water leaks. Call the city’s 24-hour service request and dispatch line at (209) 847-2231 for non-emergencies.
Property outside the city limits is handled by Stanislaus County Environmental Services, not the city.

Who handles fire, police and parkingModesto Fire answers fire calls, and the city does the rest.
Fire service for the city is provided by the Modesto Fire Department from Station 27 at 455 South Willowood Drive and Station 28 at 325 East G Street. Fire prevention is handled by the City of Oakdale. The Oakdale Police Department, at 250 North Third Avenue, handles police service.
Streets, sewer, drinking water and park maintenance belong to the city’s Public Works. Unless a city designates private roads for Vehicle Code enforcement, parking on association-owned streets is the association’s to manage, so ask the police department before relying on city enforcement there.

Questions Oakdale board members ask
Is our Mello-Roos tax the same as HOA dues?
No. A city CFD or landscape district charge is on the property tax bill and pays the city. HOA dues pay for what your association owns.
What does CFD 2003-1 on our tax bill pay for?
The county lists it as the City of Oakdale’s fire service district. Questions about the charge go to the city, which levies it.
Which days can we run the common-area sprinklers?
The schedule goes by street address: odd addresses on Wednesday, Friday and Sunday, even addresses on Tuesday, Thursday and Saturday. Never on Mondays, and never between 10 a.m. and 7 p.m.
Can our HOA ban short-term rentals?
Yes, if your governing documents say so. Civil Code section 4741 does not stop an association from prohibiting rentals of 30 days or less, though owners who bought before a restriction was adopted may have protected rights. Ask your attorney. More in How to Handle Short-Term Rentals in Your Community.
Can our HOA refuse to allow ADUs?
Not outright on single-family lots. Civil Code section 4751 voids provisions that prohibit or unreasonably restrict ADUs. The association can apply reasonable design restrictions through architectural review.
Who do we call about a weedy lot next to our community?
Inside the city, Oakdale Code Enforcement at (209) 847-2231. Outside the city limits, Stanislaus County Environmental Services.
