Suisun City HOA Guide: Local Rules for Boards and Owners
Suisun City has about 29,000 residents, and about six in ten homes are owner-occupied. City landscape districts maintain the parks, street lights and entries in neighborhoods such as Lawler Ranch, Peterson Ranch and Victorian Harbor, and the city’s storm drains run straight to the Suisun Marsh.
This guide collects the city rules a Suisun City board runs into most often, and points you to the How2HOA guide that explains what to do about each one.
Local rules on this page were checked against Suisun City’s website and the Suisun City Code on October 26, 2026. Online codes can lag behind the most recent ordinances, and some city documents would not open for us, so confirm the current rule with the office listed before you act on it. Sources are listed at the bottom of the page.

HOAs in Suisun City at a glance
No public agency publishes a count of Suisun City’s HOAs or a typical dues figure, so we do not quote one. The public record does show how the city’s neighborhoods are maintained:
A landscape or maintenance district is easy to confuse with an HOA. A district assessment is on the property tax bill and pays the city. Association dues pay for what your association owns.
Local rules
Rules that apply in Suisun City
Three layers of rules apply to a Suisun City association. State law comes first, mainly the Davis-Stirling Act. City ordinances apply to every property, whether or not it is in an HOA. Your governing documents can then be stricter than the city in most areas, and state law limits them in a few. The city does not enforce your CC&Rs, and your CC&Rs do not excuse anyone from a city rule.
Landscape districts and harbor dredgingSome districts are frozen or have already cut service.
- Victorian Harbor zones pay for parks, street lights, median and curbside landscaping, alley hardscape, sound walls and periodic dredging of the Main Suisun Channel.
- Lawler Ranch pays for three parks, 195 street lights, the Grizzly Island Wildlife Area buffer channel, entrances, monuments, sound walls and fencing.
- Peterson Ranch pays for three parks, street landscaping, open space, greenbelts and detention basins. Budget limits have cut service frequency, and walking-path turf is converting to native grass.
- Heritage Park owners pay a fixed $192.64 that has not changed since the early 1990s.
When a district runs short, service can be cut. Before the board takes on any district park, path or entry, compare the city’s district map with your recorded maps. Public Works Maintenance: (707) 421-7349.

Storm drains and the marshEverything that goes down a drain reaches the Suisun Marsh.
The city’s storm drains connect directly to the Suisun Marsh, which the city describes as the largest contiguous brackish marsh west of the Mississippi. For an association, that makes fertilizer, pesticide and runoff practices in landscape contracts more than a paperwork item.

Parking and private roadsNo vehicle may stay on a street 72 hours or more.
Leaving a vehicle on a public street, alley or sidewalk for 72 or more consecutive hours, whether it runs or not, is a misdemeanor (section 10.08.050). The city applies the Vehicle Code to private roads and lots that serve commercial businesses (chapter 10.24), but we found no designation for residential association streets, so parking there is generally the association’s to manage. Street and sidewalk problems go to the police Community Services Division. Police non-emergency: (707) 421-7373.

RentalsWe found no short-term rental ordinance.
We found no short-term rental permit chapter in the Suisun City Code. Ask Development Services at (707) 421-7335 before relying on a city rule. California Civil Code section 4741 limits how far an association can restrict rentals generally, but it does not stop an association from prohibiting rentals of 30 days or less.

Water rules and the turf rebateWater any day, but no waste.
The water authority lets customers water any day as long as the water isn’t wasted. Hosing paved areas, runoff, hoses without shut-off nozzles and watering within 48 hours of measurable rain are prohibited, and the authority can fine up to $500 per violation and install flow restrictors. Conservation hotline: (707) 455-4050.
The Solano County Water Agency’s landscape rebate pays $1.50 per square foot of lawn converted, up to $1,500 for a single-family account and $7,500 for a commercial, industrial or institutional account. Projects need at least 300 square feet of lawn, written approval before work starts and completion within 120 days, and artificial turf and overhead spray are not allowed in the rebated area. The terms do not mention HOA or common-area accounts, so call the agency at (707) 455-1113 before planning around the rebate.
A state law passed in 2023 (AB 1572) will bar the use of drinking water on nonfunctional turf in HOA common areas starting January 1, 2029. A board with decorative lawn can use a rebate, where one is offered, to pay for part of a conversion it will have to make anyway.
On owners’ lots, Civil Code section 4735 prevents an association from banning low-water plants or artificial turf as a replacement for lawn.
What to do about it: put the turf conversion in your numbers with Planning Your HOA Budget and Understanding HOA Reserve Studies, then compare landscape bids with the Vendor Comparison Worksheet. For the California rules behind these projects, see California HOA maintenance and repair responsibilities and California HOA reserves.
Weeds and code enforcementFire season runs roughly April through October.
The Fire Department’s weed program starts with a courtesy notice, then a 30-day notice to abate, then an administrative violation with fines and a 15-day notice before a contractor clears the property at the owner’s cost, which can become a lien. Inspectors judge only what is visible from the street. Code Enforcement handles other private-property violations at (707) 421-7335.

Work hoursConstruction near homes runs 7 a.m. to 8 p.m. on weekdays.
Within 600 feet of an occupied home, construction equipment and outdoor construction or repair work are allowed only from 7 a.m. to 8 p.m. Monday through Friday and 8 a.m. to 8 p.m. on weekends (section 15.04.075, amended December 2025). Quiet interior work is exempt. Put working hours in your contracts.

Questions Suisun City board members ask
Is the landscape district charge the same as HOA dues?
No. It is on the property tax bill and pays the city to maintain district parks, lights and landscaping. HOA dues pay for what your association owns.
Who pays for dredging the harbor channel?
Victorian Harbor landscape district assessments include periodic dredging of the Main Suisun Channel.
Are there watering days?
No. Customers may water any day as long as the water is not wasted.
How long can a car stay on the street?
Less than 72 consecutive hours.
Can our HOA ban short-term rentals?
Yes, if your governing documents say so. Civil Code section 4741 does not stop an association from prohibiting rentals of 30 days or less, though owners who bought before a restriction was adopted may have protected rights. Ask your attorney. More in How to Handle Short-Term Rentals in Your Community.
Can our HOA refuse to allow ADUs?
Not outright on single-family lots. Civil Code section 4751 voids provisions that prohibit or unreasonably restrict ADUs. Ask Development Services for the current size limits. The association can apply reasonable design restrictions through architectural review.
