Blackstone HOA Guide: Clubhouse, Parking Passes and Taxes
Blackstone is a master-planned community of more than 1,400 homes south of Highway 50 in El Dorado Hills, off Latrobe Road. It is part of the county’s Valley View Specific Plan, adopted in 1998 for about 2,037 acres.
The Blackstone Master Association runs a 10,000 square foot clubhouse, some gated streets, a trail system and a parking program stricter than most. The public park and the school inside the community belong to other agencies, and two districts on the property tax bill sit beside the dues. This independent guide explains who does what.
Facts on this page were checked against the association’s public website and El Dorado County, El Dorado Hills Community Services District and El Dorado Irrigation District sources on October 10, 2026. The association’s full governing documents are behind an owner login, and its rules and figures change, so confirm the current version with the association. For county rules on defensible space, short-term rentals, oak trees and the 2029 turf deadline, see the El Dorado Hills HOA Guide. Sources are listed at the bottom of the page.
At a glance
Blackstone at a glance
The association does not publish its assessment amounts on a public page, so we do not quote one. Ask the association or your escrow officer for the current budget and assessment.
The board and its committees
Blackstone’s board is made up of residents elected by residents for two-year terms. The October 2026 newsletter lists five directors.
An election by acclamation is allowed under California law when the number of candidates is not more than the number of open seats and the association has followed the notice steps. It saves the cost of a mailed ballot. It can also be a sign that few owners are stepping forward, which is worth a board’s attention before the next cycle.
The Club at Blackstone
The clubhouse is the center of the community and the largest thing the association runs. The association describes it as a 10,000 square foot Spanish-style building.
For a board, a clubhouse this size means staffing, pool compliance, insurance and a long list of reserve components: plaster, heaters, gym equipment, roofs and furniture. For buyers, it is worth asking for the reserve study and the clubhouse rules along with the CC&Rs.
Parking passes, patrol and gates
Blackstone’s parking rules are tighter than most communities in El Dorado Hills, and they are the rules new owners and their guests run into first. The association posts these on its public site:
On enforcement in general, the association’s compliance page describes weekly drive-through inspections. It takes complaints in writing and does not act on anonymous tips. A first contact is a courtesy notice, and a matter that goes to a board hearing can take two to six weeks.
Two lessons for any board that runs a pass system. Put the limits where guests will see them before they park, not after. And treat plate reader data as a privacy matter, with a written policy on who can see it and how long it is kept, as Blackstone has done.
Design review: dates and deposits
Owners apply to the association’s Architectural Committee, not to the CSD. The association posts its calendar and forms in public, which makes Blackstone one of the easier communities in the area to plan a project in.
Custom lots have their own guidelines, adopted in January 2022, and their own fees. Among other things they protect native oaks over 4 inches in diameter, require written consent and an arborist report for heritage oaks, bar removing an oak for solar, set a standard stain color for wood fences and require unimproved lots to be kept clear of dry grass without scraping or chemical weed control. The 2021 fee agreement for a new custom home lists a $1,500 submittal fee, a $1,500 review retainer and a construction deposit of at least $10,000.
An association approval is not a county permit. El Dorado County issues building permits, and its oak ordinance applies on top of the association’s oak rules.
What to do about it: see how architectural requests work and How to Set Up and Run HOA Committees.
Parks, the school and wildfire
Some of the best-known places in Blackstone are not the association’s to maintain or to make rules for.
On wildfire, the association has a Fire Safe Council Committee, and the committee’s first stated goal is Firewise USA recognition. The association’s documents page lists a Firewise certificate, but we could not open it, so ask the committee about Blackstone’s current standing. We do not state a fire hazard zone for Blackstone. Look up your own parcel on the State Fire Marshal’s map.
The county’s defensible space ordinance applies here as it does everywhere in the unincorporated county, including its rule that a parcel owner must clear hazardous vegetation within 100 feet of a structure on the next parcel. The El Dorado Hills HOA Guide explains that rule, the vacant lot deadline and the inspection a seller needs in a High or Very High zone.

Charges on the tax bill
Two public districts appear on Blackstone property tax bills beside the association dues.
When an owner asks why they pay the county, the CSD and the association, the answer is that each charge covers something different. The county tax repays bonds for public facilities and fees. The CSD assessment keeps up the public parks. The dues pay for the association’s own clubhouse, gates, trails and common area. For questions about a line on the tax bill, the County Auditor-Controller’s property tax staff are at (530) 621-5470.
Quick answers
Questions Blackstone owners and board members ask
Can my guests park on the street?
Only with a guest parking pass. The association’s public page says a pass lasts 72 hours, can be used once every seven days and is limited to five per household and three per vehicle in a calendar month.
Can I park an RV at my house?
With an RV pass, for no more than 24 consecutive hours, for loading and unloading. Ask the association about the variance form for anything longer.
Can tenants use the clubhouse?
Yes. The association’s membership page says tenants inside the association boundaries qualify and must supply a lease. More for landlords in Renting Out Your Home in a Homeowners Association.
Do I apply to the CSD or to Blackstone for an exterior change?
To Blackstone. The deadline is 5 p.m. on the last Thursday of the month, and a $200 refundable deposit has been required since January 1, 2026. See how architectural requests work.
Who maintains Blackstone Park?
The El Dorado Hills CSD. It is a public park, paid for in part through the Valley View Landscape and Lighting Assessment District on the tax bill. The CSD is at (916) 933-6624.
How do I report a violation?
In writing. The association’s compliance page says it does not act on anonymous complaints and that the first step is a courtesy notice. See HOA Rules and Enforcing Violations.
Is Blackstone inside the proposed City of El Dorado Hills?
Probably, but check the map. The proposed boundary takes in the CSD’s service area, and the CSD runs parks and an assessment district in Blackstone. We did not find a map or document that names Blackstone. The formation commission found the application complete after the final documents arrived on September 14, 2026, and no hearing or election date is posted.
Can I rent my home short term?
The association’s rental rules are in documents we could not open, so ask the association. El Dorado County requires its own permit for a vacation home rental, and a county permit does not override CC&Rs. More in How to Handle Short-Term Rentals in Your Community.
